Washington Update

Homeland Security funds continued to surge, Defense recovers lost ground after decade of stagnant funding, other R&D funding remains flat.

As the U.S. Congress adjourned for its August recess, only two final appropriations bills had been passed into law (Interior and Environment, and Legislative Branch). After several years of double-digit budget increases, investment in the Department of Homeland Security's R&D programs would slow dramatically. This memo provides general guidance for FY 07 R&D programs, and the interagency R&D efforts that should receive special focus in agency budget requests.
